I agree that these public records should be publicly available, but I'm a little suspicious that:

... Might mainly be trying to slurp up all the data into a model, rather than creating an infrastructure for all.

On a technical level, what would make sense? RSS feeds from every court? BitTorrent/Gnutella for the legal profession?

Perhaps harder than distributing the raw data is the question of how to index and search it all. Ensuring anyone can get the whole dataset to make a new service is a good start though.
